DEA Agent Jake Gleason teams up with retired DEA Agent Tyler Raines, to look into what seems to be a simple drug trafficking cartel in the Caribbean. The name of the drug is "Scarlet Ibis". They soon discover that Scarlet Ibis is not a drug, it's the name of a boat, specifically a yacht owned by a man that goes by the name "Freeman". On board, they find no evidence of drug business, but they do discover plans for a clandestine meeting between Freeman and an unknown individual in Los Angeles.
While running from everyone Tyler and Jake search for the answers: who is Freeman? Who is Blue eyes? What is on the Disk? Who is behind all of this?
Returning to the states, Tyler and Jake quickly become entrapped in a game of abduction and misinformation which leads to a massive shoot-out in Griffith Park, and ends with Tyler and Jake in possession of a strange CD-ROM disk. Soon, everyone is after them for the disk. The CIA believe it contains top secret military information, the DEA believe it contains the key to Freemans drug empire, and Blue Eyes, a mysterious woman that appears and disappears returns with unknown motives and loyalties.
